According to Chengdu municipal government's website www.cdzw.gov.cn, Chengdu officially issued Police Clearance Certificate for foreigners on the 21st May 2014.
From 2017.01.01, we are able to get China Police Clearance certificate in Chengdu. Foreigners, who left China, have no need to return Chengdu for it.
